Sir, your account is unrestricted and you can send the friend request (I have also tested from your account by sending a friend request).
Somehow steam level is showing 0 due to some bug maybe. But if you contact steam support regarding this then they will fix your issue.

I can't seem to reply to this but it was not because of a party member cheating it was due to someone in the boosting of the account getting vacced. I was also solo queueing for all of the matches i had won or lost.
