By claiming I didn't respond to first letter... UK legal system has to reign in these culprits committing day light robbery

Charged £60 for a payment system I couldn't use, then put through an appeal process that didn't engage with the facts

I parked at Duke Street Car Park in Manchester on 25 April 2026 and tried to pay through the Parkonomy app, the operator's designated payment provider for that site. The payment would not go through after several attempts, almost certainly due to poor mobile signal. The car park sits beside the canal, enclosed by tall buildings and a bridge overhead, which is exactly the sort of spot you'd expect signal issues. I looked for the operator's payment machine, which the signs reference as the backup, but I could not locate one.
That same night, just after midnight, I raised a support ticket through Parkonomy reporting that I had been unable to pay. Three days later, a £100 parking charge arrived.
What genuinely frustrated me was the structure of the system itself. Payment has to be made on arrival, and once you have parked, the operator does not allow post-payment through Parkonomy. Parkonomy confirmed this in writing. So if the payment system fails for any reason and you don't find the machine, you are trapped. You cannot fix it from the car, and you cannot fix it afterwards. The penalty falls entirely on the motorist, with no realistic remedy.
The appeal process did not improve my view of how the company handles disputes. My grounds were that I had tried to pay and the system had failed. Their replies repeatedly asked me to provide evidence that I had permission to park free of charge, something I had never claimed. At one point I was told no appeal had been received, despite their own team having already replied to it. Their portal initially refused to accept the appeal for the same PCN they had issued. The final rejection did not engage with the Parkonomy support ticket I had submitted as evidence, and contained the wrong issue date for their own notice.
I paid the £60 discounted charge in the end because the cost and time of escalating to the Independent Appeals Service outweighed the principle. I do not consider the charge to have been fair, and I paid under protest.
If you are considering parking at a site enforced by this company, my advice is to take a screenshot of any successful payment immediately, and physically locate the payment machine before walking away. If the app fails and you can't find a machine, the system as it stands offers no way to put it right.

Horrible company to deal with

Horrible company to deal with. Issued a £100 parking charge for being just 4 minutes over the 1-hour limit while I was actively paying for and using an EV charging point.

I explained that I had experienced failed charging attempts with BP Pulse before finally getting the charger to work, and that I was travelling with my two young sons. None of this mattered. No common sense, no understanding, and apparently no consideration of grace periods either.

The entire process felt completely automated and money-driven. They showed absolutely no willingness to listen or apply any discretion whatsoever. A faceless parking enforcement company that seems more interested in collecting money than treating people fairly. A disgrace to parking enforcement.

I made a genuine mistake parking at Belle Vue sports centre on the 8th May 2026. We displayed a valid blue badge in a disabled space but was issued a parking fine. I emailed a very nice lady called Gillian that after our discussion’s of my misunderstanding of parking and advised by a security guard to just display our indate blue badge .. Gillian has very kindly cancelled the parking fine.. which we are ever so greatful for and couldn’t thank her enough .. we aren’t from that area and just made a genuine mistake parking .. thank you again regards Colin Hulse

Five Stars for Gillian

The five stars are for Gillian and not the whole company. I parked in a car park as previous but did not know the rules had changed. The appeals teams are awful and unhelpful. I then asked to pay by installments and they gave me the email and I emailed them and Gillian replied, she explained installments were only allowed in certain circumstances, I explained mine to her and could evidence the same. Gillian was kind, understanding, considerate, replied straight away and did not leave me hanging. She reduced the fine which I paid straight away and I cannot thank her enough for the kindness and understanding she showed in my situation.

I was issued with a parking fine which I tried to pay within 2 weeks to pay the reduced fine.
I tried to pay online for several days but the message always came back my ticket could not be found.
In the end I emailed the office and had a reply within 30 mins telling me they'd look into it.
After a few more emails over several days and v helpful ones from Gillian the Admin Manager who investigated I was told they would not be pursuing the ticket.
The e mail correspondence with Gillian was excellent and most helpful and reassuring.

Mirza Mughal Had A Very Positive Experience With

My name is Mirza Mughal. I had a very positive experience with the appeals process thanks to Gillian, the Admin Manager (Appeals). I had missed the original response email regarding my parking charge because it unfortunately went into my junk folder, which meant I missed the deadline for the reduced payment.

When I explained my situation, Gillian was extremely understanding and professional. She took the time to review my case and kindly reinstated the reduced £20 charge. As someone who is disabled and currently facing financial difficulties, her understanding and compassion truly meant a lot to me.

It’s not often you come across someone who is willing to listen and genuinely help resolve a situation fairly. I really appreciate the professionalism, patience, and kindness shown.

Thank you very much, Gillian, for your help and for handling my case with such care. It made a stressful situation much easier to deal with.

service was good

Received a parking ticket but i was not driving so i shouldn't have to pay so i contacted parking patrol through there website, they was really helpful and they updated the details for me. Was a lot easier than i thought it would be.

Scammers that send emails from a no reply address

I am a visitor to UK and was using a loaner vehicle while one of my parent's vehicles was being repaired. I parked in a charging facility at Birmingham NEC BP Gigahub. Signage clearly displays that parking is free for two hours. I was sent a parking ticket for 90 minutes captured APNR cameras. The letter states that the signage is clear and should be followed. Yes the signage is very clear and sending threatening letters to foreign visitors and lying about the signage is an abomination. Then they reply to my appeal from a no reply email address with no way to continue other than to pay, with no other alternative. Now already threats of debt collectors. Well I live in China. UK debt collectors are not welcome in China, even if they can get a visa and in Hong Kong debt collection from seniors is a serious crime. Elder harassment is not tolerated.

Gillian went above and beyond for me.

I accidentally used a scam company.
Gillian, head of Admin spent a long time with me, with several emails back and forth, searching for cards, i may have used, as i was 100% sure I had paid, finally realising i had been scammed. She went above and beyond for me. What a wonderful girl.

Punitive Enforcement Against Legitimate Commercial Activity

Received PCN from UKPPO while working as an commercial delivery driver, present in the designated "LOADING AND UNLOADING ONLY" area. Despite the area's explicit purpose, UKPPO enforced a charge based solely on ANPR timestamps, ignoring the reality of the necessary work being carried out.

Key Issues Demonstrated in My Dispute:

Contradictory and Unfair Contract: The Operator's signage created a fundamentally flawed contract by imposing an unreasonable "20 Minute Maximum Stay" on an activity (multi-parcel delivery) that inherently requires more time. This constitutes a punitive penalty, not a legitimate charge.

Lack of Evidence: UKPPO admitted they had no photographic evidence of the alleged breach—only entry and exit times. They proceeded with the charge despite my providing proof that the vehicle was actively loading/unloading during the entire duration.

Attempt to Enforce Undisclosed Terms: UKPPO tried to shift liability by claiming compliance relied on the external "Voyage Control" system that is not advertised on the physical signage. This is an unacceptable attempt to enforce a concealed term.

Breach of Industry Standards: The sign explicitly stated "No Grace Period Applies," which violates the mandatory requirements of the IPC Code of Practice.

UKPPO's enforcement model prioritises maximising revenue through strict, unreasonable time limits over facilitating essential commercial access. They use automated systems to penalise legitimate activity and rely on misleading contractual terms. I strongly advise all motorists to challenge their charges and not be intimidated by their aggressive tactics.

Great experience with Gillian Burke

Great experience with Gillian Burke. My partner had very clearly made a parking error but managed to do it twice without realising. Gillian was so helpful and understanding with the second time as we hadn’t received the first ticket until the day after he made the same mistake as the first was delayed. She was fantastic and super helpful! Thank you Gillian ☺️

Diabolical organisation! Incompetent at best

Diabolical organisation!
Keeping it short, received notice of alleged parking penalty not paid so sent to me as vehicle keeper. Quoted my registration number but no supporting information or photograph. E-mailed to say not me or my car, possibly cloned. Only response was that an appeal had to be done through their online form. E-mailed them again saying this was not an appeal (which implies I acknowledged the offence but wanted to avoid paying!) I was dismissing the penalty notice outright - I wasn't there. Where was the photographic evidence - no reply. I reported it to Greater Manchester Police cloned vehicle unit because of the wider implications. The police responded by telling me that my registration hadn't triggered the ANPR systems on the day in question or, indeed, in the last 3 months. Confirmed I'd been nowhere near the place!
On 8th October I received a Notice of Debt Recovery (now escalated to £170!)
I telephoned Debt Recovery Plus to state categorically that I wouldn't be paying. Their agent asked to me to hold while he checked. After just a few minutes he came back to me and said that, having looked at the photograph (so there obviously is one) it was obviously not my car and that the registration number began YK. Mine begins KY! He was going to delete the case and destroy my personal information under GDPR and email me to confirm that had been done. To date, no email and the Recovery Office site shows 'Debt cleared, nothing owed'! Now taking THAT up with Debt Recovery Plus on the grounds that there was never a debt in the first place.
How it got to this stage after 10 weeks without the due diligence necessary to confirm the claim was correct is mind boggling. I'm sick of perpetuating this, but someone has to sort out this nonsense for the sake of those less able or less confident to do so!
It grieves me to give them 1-star when they deserve no stars

Reusing my data after a previous incident – deeply unfair and distressing

I received a new parking fine from UK Parking Patrol even though I had paid for my ticket in full. I’ve provided proof of payment from my bank, a timestamped store receipt, and location data showing I was legitimately shopping at Wembley Park.
What’s most concerning is that this same company previously fined me when my car broke down at their site. It appears they have retained and reused my number plate data from that time — something I believe breaches data protection law.
This repeated misuse causes unnecessary stress and feels designed to wear people down until they pay. Please keep your receipts, screenshots, and bank proof if you park at any site they manage.
I have submitted a formal GDPR Right to Erasure request and plan to escalate to the ICO if this pattern continues.
No one should have to fight this hard to prove they did the right thing
