Plate Pass Fraud

This is a fraud, first and foremost. I NEVER use the "Plate Pass" program from Hertz. You pay 2-3 times what the tolls actually are for the "privilege". This is a scam sold by American Traffic Solutions to all the rental companies. Instead of paying the toll for 1.25 with your own iPass or similar, you pay $2.50 AND the SERVICE FEE of $9.99 per day. ATS is making millions off lazy renters who never look at the bill, just as they designed this theft system. I ALWAYS use my own iPass transponder on my regular route in FL from MCO to Stuart. The tolls come to $2.97. Then Hertz, aka Plate Pass, aka ATS bills me $11.99 for the privilege of being their fraud victim. It's time for a class action lawsuit.

PlatePass Scam Double Toll Charges

I opted out of PlatePass service with Hertz Boston Logan and paid all tolls myself using my own EZPass Transponder showing proof of payment, yet PlatePass charged me a $149 service fee anyway. When you send them an email on information at platepass.com they don't resolve the problem but repeat that you were charged.

Honest Update: I asked for additional details on the toll charges and was given a list of tolls in a different are of the country which I nor the car had been to so they finally came back after a few days apologising for the "mistake" and reversed the charged. I don't understand how this happens but want to make you aware. I'll increase to two stars instead of one due to the resolution.

For others: get your own EZPass Toll Transponder, make sure the vehicles license is added to your online EZPass account and keep monitoring additional charges on your credit card even weeks after your rent the car. Don't assume their your toll charges, ask for toll level details.

Don't rent a car with PlatePass device

For the 2nd time in my decades-long rental history with Hertz, I have been billed for tolls by PlatePass that I NEVER incurred, especially since I have never agreed to use its device, nor I have ever accidentally opened it, relying instead my the use of my own EZ Pass device.

The first time, long ago, PlatePass did refund the alleged tolls they billed me for when I provided proof that I had already paid these very same tolls with my EZpass.

But as recently as Jan. 2026, they actually billed me for over $103 for using their device for four (4)days--even though my rental agreement shows I NEVER agreed to use their device, nor did I ever happen to accidentally open & trigger it.

But most bizarrely and virtually fraudulently, their billing listed nine (9!) different tolls they claim I incurred in my 4-day trip. And the worst part was that despite repeated phone calls and emails with several different PlatePass "customer service" people, to whom I provided many receipts, including documentation of my own EZPass toll payments--all proving that I was over 100 miles AWAY from the NYC area where they claimed I incurred those 9 tolls,
with my car parked at a friend's house in Massachusetts where we were staying for all 4 of the days, PPass never accepted this documented proof nor reimbursed me.

I reported this as fraud to my credit card company and they immediately reimbursed me.

I cannot believe this company, based in Mesa. AZ, somehow has a good BBB rating!

Hertz has a Built-In scam agent..

Hertz has a Built-In scam agent... ie, when you rent a car, they will charge you to HertzToll which is contracted out to PlatePass company. Even though I have FasTrak transponder and was charged by them. Also, when I enquired with FasTrak, they CLEARLY stated that NO BILL was submitted by ANY organization. Yet, I received a bill for 17.99 from HertzToll. When I inquired, I received an email from PlatePass stating that I NEED TO PROVE THAT I WAS CHARGED by the Toll Svc before they can refund the ILLEGALLY charged amount!!seriously!!
Below is the email contents: Thank you for contacting us with your billing concerns.

I understand that you added the rental vehicle to your toll account. For us to review the charges, we will need to see the date, time, and location of the tolls that were charged to your account. Please send us a copy of your toll pass statement. We can accept PDF, JPEG, or screenshot format.

Once the documentation has been received, we will review and update your account. Our refund policy is as follows:
•If the toll charged is on the renter’s personal toll tag activity statement, then all charges are refunded.
•If the toll charged is not charged to the renter’s personal toll tag activity statement, but at least one other toll is listed on the transponder toll activity statement during the time of the rental period, then we will refund the convenience fees. The toll charges would be considered valid.

•If there is no toll activity on your personal toll tag statement, but your account shows that the license plate was registered, then we will remove the convenience fees. The toll charges would be considered valid.

We look forward to receiving your response. If you have any additional questions, feel free to respond to this email.

Platepass is a tremendous rip off but…

Platepass is a tremendous rip off but if you rent from Dollar or Hertz you are stuck. The highly inconvenient convenience fee costs $10.00 a day. My total tolls were two dollars but I was billed for $22 dollars due to the convenience fee.

Awful customer service – hidden fees and broken refund promises!


I rented a car through Hertz, and was never told about PlatePass service fees. After my trip, I got a shocking bill from PlatePass for over $200 for just 10 days in Cape Coral, FL, including an outrageous $129.99 “service fee.”

After countless emails and excuses, they finally agreed six weeks ago to refund 50% of that fee. I even received written confirmation that the refund would be credited back to my card. Six weeks later – nothing! No refund, no update, no response to follow-up messages.

This company is dishonest and untrustworthy. They charge hidden fees without consent, ignore customers, and fail to honor their own written promises.

I’ve raised complaints with Hertz, PlatePass, and my bank, and will be escalating to the Consumer Ombudsman Services if this isn’t resolved soon.

Avoid this company at all costs – they’re quick to take your money and impossible to deal with afterward.

Class Action Lawsuit for Plate Pass

I was charged a $39.96 convenience fee for $93.77 in toll charges. That's a 42% convenience fee for something I didn't even know I was signed up for. My car rental was hertz and the car did not have a transponder. Most of the tolls were pay by plate only, so I didn't have an option to pay cash. Plate Pass is a scam and should have a class action lawsuit.
