A mountain of recommendations but not all appropriate or common sense.
We are a small in-house management company consisting of a block of 9 flats. I am the Secretary of the Management Company and I accompanied the assessor on his inspection. Ultimately the report produced was not really tailored to what we are, which is a small block of residential flats. Instead the assessment and the report seemed to treat us as if we are a large commercial company or office workplace. For instance expecting us to have a fire assembly point and a roll call made of residents evacuated from the building. What residential premises can keep tabs on who is in the building at any time of the day or night? We would have to have signing in and out sheets as in a workplace in order to keep tabs on everyone- which would be a ridiculous and onerous suggestion. Common sense was sadly not applied by the assessor.

We understand that as a small residential block, some of the actions outlined in your report may feel more suited to larger commercial buildings. However, with the introduction of the Fire Safety (England) Regulations 2022, there are now specific requirements that apply to all residential buildings, regardless of size. These include ensuring that residents are aware of fire safety measures, particularly in relation to fire doors, evacuation procedures, and appropriate detection and warning systems.
Regarding the assembly point, we’d like to clarify that the report does not require you to maintain a sign-in or roll-call system. Instead, it simply advises that a designated safe assembly point is identified and included in the Fire Action notices in the communal area. While residents may not always gather there, having a predetermined safe location—ideally one that does not require crossing a road—can help provide clear guidance in an emergency.
We appreciate your feedback and hope this helps clarify the reasoning behind these recommendations. Our aim is to support you in ensuring the safety of all residents while remaining practical in our approach. If you have any further concerns, we’d be happy to discuss them.

Urgent FRA was required
FRA was able to provide an appointment very quickly as our situation required and gave us the option of early return of the report, albeit at an additional £60. The quote was reasonable when compared with other quotes that we received. The support documentation was very good also, which will help manage fire risk assessments moving forward. The certificate is valid for 3 years.

The company provided an excellent service. They were prompt in booking the assessment and providing the report.
