I am extremely disappointed with Harrow Council's handling of my Council Tax. I am a single parent living in temporary accommodation, receiving Universal Credit and Carer's Allowance, yet I have been asked to pay £394 per month in Council Tax. This amount is simply unaffordable and is causing my family severe financial hardship.
Despite my circumstances, I feel there has been little understanding or support. I hope Harrow Council will review cases like mine more fairly and provide better assistance to families who are already struggling with the cost of living.
I am sharing my experience in the hope that the Council will improve the way it supports vulnerable residents.
Harrow Council has completely failed me and treated me with shocking disrespect
My experience with Harrow Council has been nothing short of devastating. I reached out to them during one of the most distressing periods of my life, expecting basic support, protection, and humanity. Instead, I was met with indifference, carelessness, and staff whose behaviour was outright mean and dismissive.
I reported ongoing harassment and intimidation that made me feel unsafe in my own home. Rather than stepping in to help, the council’s inaction allowed the situation to escalate. Information I trusted them with was mishandled, and this has caused even more fear, stress, and emotional harm. It felt like my safety and wellbeing meant absolutely nothing to them.
What hurt even more was the way some staff spoke to me. Their tone, attitude, and lack of empathy made me feel belittled, judged, and completely unsupported. When someone is already struggling, being treated like that is unacceptable. It added to my distress instead of easing it.
I have been left to cope alone, despite repeatedly asking for help. The emotional toll this has taken on me is enormous. No vulnerable resident should ever be treated this way. Harrow Council needs to take responsibility for the harm caused by their inaction and the unprofessional behaviour of their staff.
I am sharing this because I refuse to stay silent about what I’ve been put through. I hope this review forces real change so no one else has to experience what I did.
Harrow Council has also shown zero care for my health issues or my urgent need to downsize. I’ve explained how much I’m struggling, yet they’ve ignored my situation completely. The process has been forgotten by purpose because of one person's interference, dismissive, and without any compassion for the pain and stress this has caused me.
The landlord, has also shown a complete lack of responsibility and basic professionalism. His behaviour has made it clear he should not be in this position at all. Instead of supporting tenants, he ignores serious issues, dismisses concerns, and creates an environment that feels unsafe and uncaring. Just a old Bully who causes more disputes and leads others on.
The behaviour of the two women I dealt with was deeply discriminatory and made me feel targeted
I was also targeted by my neighbours, whose behaviour added even more fear, stress, and pressure to an already unbearable situation.
It felt like the whole team was taking sides against me, supporting the neighbour instead of dealing with the situation fairly.

The entire organisation has become so toxic, careless, and damaging that it shouldn’t be allowed to operate at all, if this is how they choose to treat residents...
Robbed by Harrow council (Twice)
Earlier this year my company received a PCN charge for my van which had a valid permit on display and in the correct space. I have lost £171 on the permit and a further £70 on the PCN. After an appeal, Harrow council found no wrongdoing even though the evidence said otherwise. I feel that I have been robbed twice totalling £241 by this council. It’s scary enough with the amount of robbers on the streets let alone councils that do the same.

Stoped by Rayners Lane ( RAYNERS LANE HA2 B/W IMPERIAL DR AND VILLAGE WA) my wife wanted to puke while I was driving as she is pregnant, she opened the vehicle passenger door went out to puke in 1 minute and found a PCN coming in post for £70 and video and 15 images as I was a terrorist not a tax payer driver ! Well I had to pay and write this review to the management and those Gangs of thieves who run this borough that you are the most corrupted council ever in London and you can check the reviews here what others are saying . You encourage people to through their rubbish in the roads by punishing them like that .
Horror on the Hill
Horror on the Hill, I mean Harrow on the hill council, what a Rocky Horror show, don't pay your Council tax on time and you will receive letters, threats, CCj's and what not, but when you need a service from the council which your council tax supposedly pays for good luck first finding a number or an email to reach on their labyrinth made by first graders of a website, and then be prepared up to 10 days for a response! 10 days without a parking permit for your new car so they can give you that many PCN's and extort you of more money. Civil service is like mini government, everyone is there to milk it as much as they can doing as little as they can, and Harrow Council wins top prize at being a racketeering ponzi scheme.

Harrow Council disregards residents’ wellbeing
I am extremely disappointed with Harrow Council. For two consecutive nights, heavy road works on Alexandra Avenue have been carried out at full volume with no noise mitigation, despite being planned, non-emergency works. Workers shout to each other, machines constantly sound reversing alarms, and vibrations shake nearby buildings.
Residents were not informed in advance, and it has been impossible to sleep, seriously affecting wellbeing. It feels like the council does not care about the people living in their area.
I have called and emailed the council, but no action or acknowledgment has been taken so far. This level of disregard for residents’ rights and peace is unacceptable, especially in a residential area. Immediate action is required to prevent further night-time disturbances.

on their roads to trick the motorist out of their hard-earned money. So when I drive through I'm very nervous and cautious but even so I did a U-turn in a very wide road with virtually no traffic and missed the tiny little sign that was on the other side of the road and then they not only have the cheek to send me a ticket but it now £80 I just do not understand how thet get away with their trickery to the public it's absolutely appalling it's the worst borough I have ever driven through in my 50 years of driving.

HARROW SOCIAL SERVICES FALSE AND MALICIOUS ALLEGATIONS
HARROW SOCIAL SERVICES Namely Dr Nathan (Dols)
Depravation of liberty and Stella THE so called Social worker.
These two individuals made false and malicious allegations against me that are not only wrong but actually on the contrary could not be any further from the truth.
In fact, them and many others at Harrow Social Services are guilty of total incompetence and gross negligence having on at least 3 occasions sent a very close 88yr old family friend back to on their own admission to a condemned unsafe place which was uninhabitable.
The apartment which 5 years ago had a very bad fire, and which I have substantial evidence was uninhabitable for 5 years.One of the managers at Harrow Social Service made the decision to send him back home despite being totally aware of it being uninhabitable and I have written evidence and photos to support that fact.
Recently they forced him into a care home against his will, his wishes totally ignored after social services being told I would renovate his home.
They told him he would be going home after a few weeks and this was respite care,another blatant lie.
The sent him to a care home in Northwood namely Seymour House (who incidentally have behaved impeccably throughout his terrible ordeal).
They dumped him there in the clothes he stood up in without a penny on his person and for over 3.5 months offering zero support of any kind to this very day.
He has been a very close friend to me for 53 years.
Stella, is , rude, arrogant, aggressive and totally incompetent and should not even be left in charge of a dog.
Myself, my sister and the most wonderful caring manager Maggie have been on the receiving end of her totally unprofessional behaviour and rude, abuse and aggression.
Complaints have been lodged by 2 of us with a third one to come from a totally unbiased individual who has been personally involved for the last 3.5 months on a daily. Basis.
For almost five years l personally has been involved in the claim for the fire damage which I took over with my friends consent as it was too much for him to deal with and eventually got my close family friend, a pay out of £20512.50.
They made allegations in a sham online meeting for RPR already clearly decided in advance prior to the meeting which was based on zero evidence.
They stated I removed him from the home without consent whilst he was subject to a Dols order which is proven without doubt to be a lie by them as I had not been made aware of a Dols order and neither was he missing.
They falsely reported him missing, knowing full well he was with me and they made no attempt to contact me directly.
Everyone of any importance was aware he was with me.
On the contrary I have and still do pay for numerous things for him and had full permission to take him to my home where I employed a professional carer at a personal cost to me of £1100 per week.
The care home having given in good faith their blessing and 1 week's initial medications.
I even offered to pay all of his care myself and place him in a care home better suited for his needs and10 mins from my home instead of a daily trip in excess of 50 miles. I emailed Social Services and told them make the allegations official and go to the police and report it (or retract it with a formal letter of apology) and let me prove with a phenomenal amount of physical evidence that this absurd allegation is total nonsense.
They have ignored the request to file a report to the police and a meeting personally face to face, not hidden behind cameras so I can prove conclusively that the allegations are total absurd nonsense.
They ignored all forms of contact from both myself and some from the care home.
Allegations that are totally untrue and are unsubstantiated without any evidence whatsoever.
This is a total abuse of power by Harrow Social Services hence I need to publicly expose their extreme negligence and total incompetence which is so serious I must name the main culprits.
Harrow Social Services is a pathetic joke who have precisely zero information about my very close friend or why the apartment was uninhabitable, and their sole interest is a financial one, wanting to behind his back take away his home which has fond sentimental memories for both of us.
I am fully capable of purchasing it on his behalf and cash funds are ready to do so to keep it for him.
I have police witnesses to totally disprove their absurd allegation and as for taking his money the allegations are preposterous and totally ludicrous.
They did mental capacity tests based on the fact he had 50% hearing loss in both ears and 2 cataracts which is a totally unfair, unreasonable, assessment.
I have since purchased with him hearing aids and now he can hear perfectly well.No one disputes that he has some short-term memory loss however their bias analysis
of no capacity is utter nonsense.

I have nothing but praise for the staff in the CCTV control room who responded promptly to my enquiries following a Road Traffic collision. I am so grateful for their patience and diligence in securing footage which enabled my Insurers to establish liability.

Incompetent, Unaccountable, and Unsafe – A Complete Disgrace
This is the state of a communal bin store after the council carried out costly capital works — they contracted the job out, then failed to check the quality or safety after completion. Over a year later, the area remains a hazard for over 100 residents. There’s a leaking roof, exposed wiring, and a loose electrical cable hanging over a metal bin. I have been told this isn’t a risk by the council when reporting it to the Assistant Director of Homes.
In response I requested basic proof of safety — an EICR or electrical report, I was given one from 2021 predating the botched works. I have requested an updated certificate — and have been repeatedly ignored. Despite escalating this to both the Managing Director and the appointed Councillor who oversees the council, all communication has been ignored.
As a leaseholder, I am stuck with a landlord (the council) that fails at every level. Maintenance is shambolic, public money is wasted, and there is zero accountability. They mark their own homework through a three-month internal complaints process that leads nowhere. If you want actual oversight, your only option is to drag it through the Housing Ombudsman — which takes months more.
To illustrate the dysfunction: I had my neighbour’s bath draining into mine for seven months. I went through both stage 1 and 2 of the complaints process, and no report was even written for the first 6 months.
The councils own grounds maintance contractors rarely show up to maintain the estate (should be every three weeks), and when they finally do, they cause more harm than good. They recklessly use heavy mowers in small areas, scalping the grass and destroying flower beds rather than maintaining them. Bald patches and ruined green spaces are now the norm. The estate is quite simply being run into the ground.
Instead of proper lawn care, they rely solely on trimmers and fail to edge or maintain flower beds, which are left overgrown and untidy. To make matters worse, they cut down trees that are perfectly healthy and leave behind unsightly, unfinished stumps.
There is a complete lack of care, skill, and responsibility. The quality of work is not only substandard — it's disgraceful. Residents deserve better. Check the quality of their 'work' below.
This council is morally bankrupt. The ‘values’ on their website are meaningless. Communications are ignored, repairs are neglected, and the entire estate is deteriorating under their mismanagement.
Avoid dealing with this council if you can. If you can’t, document everything — because you'll need it for the Ombudsman.
The one-star is the lowest you can offer, this is generous.
Council needs to employ staff who can answer questions.

I've just paid a parking fine to harrow council for parking in a restricted area the signs are impossible to see unless I'm looking up in air whilst driving and no additional signs in road i parked in, quick enough to to fine you ! where does this money for fines go ? where does my car tax go ? certainly not on fixing potholes or painting markings back on road at major junctions thats for sure !

My block has been trying to get a replacement bin for one that disappeared for over a year and none of us have been successful Housing Officers cant deal with it because it has to be done through individual accounts they cant access
Today I needed to notify a change in circs. Went to the online form and filled in it (took a while because of the amount of info they want) Got an error message - contact benefit services. Rang - automated service - 'you have to go online to do this'
So I've had to use snail mail but they don't seem to answer letters so I'm waiting for them to accuse me of not notifying them
I am on the computer most of the day but this is the worst website I've used. Its seems to combine a mountain of verbiage with no useful info re communication (that works)
