This letter is both a formal complaint and a public warning to all SNAP recipients regarding Kroger/Smith’s harmful and unnecessary barriers to using EBT for online grocery purchases.
On December 6, 2025, I attempted to place an online order with Smith’s using my SNAP/EBT card. I had over $300 available on my EBT card, and my order totaled $112, consisting entirely of EBT-eligible food items. Despite this, the checkout system refused to process my EBT payment and instead attempted to charge my debit card—an account with no funds.
When I contacted customer service, the supervisor informed me that Kroger’s policy requires customers to have at least $1 available on a debit card, even when the order is being paid for entirely with EBT. I explained that I was relying solely on my EBT benefits and had no issue with an EBT authorization hold. She confirmed there was no EBT hold, stated this was Kroger’s rule, and admitted she personally thought it was unfair—but she could not override it.
This policy means that a SNAP recipient can have hundreds of dollars in approved food benefits and still be blocked from purchasing food simply because they do not have one dollar in a separate bank account. Worse, any authorization hold for weighed items would have been more than a dollar, raising the concern that Kroger’s system could potentially attempt charges that risk overdrafting low-income customers.
This is unacceptable, discriminatory, and completely opposite of what the SNAP program is designed for.
Because Smith’s/Kroger refused to process my fully funded EBT order, I had to shop elsewhere. A local Mexican grocery store was able to complete my order with no debit card requirement, no barriers, and far better customer service.
For these reasons, I strongly urge all SNAP recipients to reconsider using Kroger or Smith’s for online groceries.
Their policies can prevent you from accessing food—even when you have sufficient EBT funds.
No household should face that kind of barrier when trying to feed themselves or their family.
I will be submitting this incident to the Federal Trade Commission (FTC) and any other appropriate agencies for review of Kroger’s online EBT processing practices.
Other grocery stores, including Black-owned stores and local Mexican markets, have shown far more respect and accessibility for SNAP customers. It is clear where our business should go.

Kroger (King Soopers in Colorado) never lets me submit reiews. 19 out of 20 times it will say: "Failed to submit review, please try again later"... and then everything I had typed up for my review gets lost and once I retype everything for my review it gets an error message AGAIN and AGAIN and AGAIN!!! I spend thousands and thousands of dollars a year at King Soopers and I should at least have the right to leave a darn review or reviews of the products I purchase from their store!! I used to shop at Kroger after maybe few times a week. Now that they changed there app on the Google playstore I dont even know how to work the app to find the deals coupons or weekly ad. Kroger made it very difficult to operate and browse freely. Its very complicated to get to weekly ad you have to go through about 3 different pop ups before you find it. Before it was simple to look things up and basically everything they changed about the app made the app so much more complicated than it needs to be. That upsetting now I cant even shop there and I live shopping there, I just can't figure out how the app works. So if you read this and agree then just shop at Meijer or even Sam's Club, Kroger prices are way more than Meijer or Sam's Club the only thing Kroger is good for is pop but now i can't even buy pop from Kroger due to me not being able to find whats onsale. Why try to fix something that isn't broke that's just to bad that they changed that.
Kroger Continues to Steal from Customer's Despite Lawsuits

Kroger has and continues to lie to their customers about prices and steals their money. In addition to overcharging customers for items marked on sale, as well as regularly priced items, a buyer for Kroger has also admitted to price gouging during the COVID-19 pandemic. Despite facing a lawsuit for intentionally stealing customers’ money by overcharging advertised prices, Kroger continues to engage in this disgusting, immoral scheme.
I have personally been overcharged at least three times at this Kroger location in the past two months. On the last occasion, November 17, 2025, I was charged full price for both packages of Petite Gold Gourmet Potatoes, instead of the second being free as advertised. I have previously been overcharged for peanuts and canned vegetables advertised as buy one get one free across multiple local Kroger locations.
On my last visit, after discovering being charged for my free potatoes, I went to the customer service counter, where I had to wait over 20 minutes, with refrigerated product in my cart getting warm, for an employee to return before being assisted. While waiting, a large line formed behind me, as there were no available employees to assist customers. The customer waiting behind me asked if I had been waiting long after about 10 minutes of no assistance. On many prior visits, I have seen long lines at the customer service counter because there is no more than one employee there, if any at all.
The lack of employees is pathetic. Kroger needs to hire enough human employees to not just cover the customer service counter, but registers and baggers as well. Employees that oversee the self-checkout consistently play on their phones and stand around instead of helping customers. Self-checkouts constantly break down while using them, and require humans to fix them, perform ID checks, and/ or take coupons. It’s ludicrous that customers have to chase and flag down employees to do their job, especially when the hassle could be avoided by utilizing humans to do the job correctly in the first place. I’m also tired of bagging my own groceries while being pressured by customers behind me in line to hurriedly bag my items. Kroger is doing everything they can to eliminate human jobs and pay less wages, yet prices are not going down and they are still stealing more money from consumer’s wallets.
Fresh Turkey prices in a super market are a scam.
Why does supermarkets including Kroger charge extra for fresh turkeys when they are just frozen turkeys that they threw into a unrefrigerated bin to unthaw. They are even saving electicity by not keeping them frozen

Atlanta Rd store needs better management there is any at all.
The store on Atlanta Road in Smryna 30080 suffers from many ailments. Most obvious are the personnel. With one exception, the fellow in the self check out line is truly service oriented.
There is seldom if ever an assisted check out line and when they do open one up I swear it’s always for someone an employee knows or likes based on their exchange.
I asked a passing employee one time if they could open a line and this person kept walking and just rolled their eyes at me with a scowl like how dare you think I’ll do it.
This year we experienced a store closure due to rats too.
I watched an older female customer a month or so ago ask a counter worker when the fried chicken would be ready and the employee literally yelled, “I don’t know, ok”! The customer, good for her, stood up for herself and said, “you don’t need to be rude like that to me. I’m a retired school teacher and long term customer here” and then she walked away with her cart. For me to write this I have to have had multiple bad experiences. Crazy thing is the Kroger on Cobb Pkwy closed recently and this Atlanta Rd store should be booming. If this store has a manager they are either clueless or just don’t care. I wonder if this is about some corporate issue over pay or benefits cook load. What are the odds of several employees being rude to customers - regularly. My comments cover multiple visits over the last six-nine months. At a minimum - open a check out line for goodness sake. Self check out is grueling when you have $200 worth of food with fruit and vegetables to weigh.
Favorite place to Grocery shop close to home!
Several visits to Kroger and the staff on Dequindre between 11 Mile & 12 Mile in Warren, Michigan are so helpful, friendly & are willing to go above and beyond! My last visit was 11/01/25 & it was great because my card wasn't working and the associate gave me all the coupons off on my groceries and saved me $33! I wish I would've remembered her name!

I am a 64 year old lady who’s been unable to go to grocery shopping in person due to health issues I’ve had groceries delivered to my home 3 times. The employees are very nice, and well mannered. My frozen foods were frozen solid. No worries there. I’m sure if I would have order a rotisserie chicken that it would be hotter than it would be if I would have picked it up myself.
The shoppers have disappointed me on several occasions. I was given a completely moldy pint of black berries recently. Gross!! How’d the shopper not see this? They didn’t care. Perhaps the shopper was unskilled or overwhelmed with orders and therefore had to get the order completed quickly because there were a bunch of them that were due at the same time. I don’t know. I just wish the shoppers would use the same care on MY produce or other items that aren’t the same in size or quality. These are the sort of people who would grab a smaller, bruised apple and put it in the cart instead of an apple of the highest quality like they would if they were shopping for themselves. Can’t you stress the importance of CARING?
On a different order, my loaf of bread was put in a bag full of canned goods. My bread was smashed and good for nothing but making breadcrumbs or feeding the birdies. I fed an expensive loaf of fresh bread to the birdies and therefore was unable to have any toast with my eggs in the morning.
I’m a very shy, introverted person who abhors complaining about stuff, so I didn’t call and ask for a refund or even better, make the SHOPPER pick out another loaf of bread and paper by of black berries and drive out to my home in the county themselves. They should then be reprimanded by their boss and me.i would be respectful but firm, like I’d be with my own children, because this would be an opportunity to teach them great a great Truth about treating others are they, themselves want to be treated. Nobody wanted smushed bread and NASTY black berries except the birdies and the woodland varmits that love people food.

It's past time to write a review about Kroger Pharmacy in Arlington, Tn. More than twice recently they didn't have the med ready at the time we were advised, either online or in person. Told it would be an hour wait. And it was. They give off the impression that we are bothering them. Can never get a pharmacist on the phone. Always have to leave a message and they never call us back. Senior adult discrimination because not all have internet. That also goes with digital coupons.
No customer service at the CS counter
I shop here once a week and enjoy Kroger's for the most part. Today (10/04/25) I had to return a bag of coffee that was mistakenly purchased the previous day. Arrived a little after 12PM and they had a sign stating the customer service counter was closed until 1230PM. I returned around 4:30PM and no one was at the counter. Waited 15 minutes and nobody showed up. There were 2 people standing behind me in line. I asked a Kroger employee what was going on with the customer service counter. I was advised that the employee handling that was in the bathroom. Seems to me that 15 minutes is an unusally long time to be in the bathroom but if Kroger can't afford to have someone work the CS counter while someone responds to the call of nature, then Kroger has an employee problem. Perhaps if the CEO would stop packing his pockets with money and would share some of that with his employees, maybe he could find better quality people.

I was charged twice for the same order. The customer service was frustrating to say the least. Obviously in India. I have to wait 24 hours, then call back with a case number to check the status. They keep telling me to contact my bank, when they charged me twice. It has been such a convenient service, but this is the second big problem I have had with this store so I have to be done.

That statement is far from correct. You did nothing to make things right. Instead, I was treated like a child by your customer service agent. I was questioned as to why I would file a complaint with HQ. I was specifically asked what I was going to say to HQ and had to talk her out of her name and employee number. No one tried to make things right when half of my order was missing. No one attempted to deliver my items - that were delivered by Kroger. No one attempted to set up an expedited delivery for later that night or in the morning. No one offered to pay for Instacart to deliver my items on the same day. At every turn it was I can't, or they won't and the only option is the refund. However, the refund won't arrive for 3-5 business days. So, unless I had an additional 80.00 in the bank, I would have to wait for the money to be refunded before I could reorder the food.
It was not until I said I was going to contact HQ that the representative offered me a 15.00 coupon for my inconvenience. 15.00!!!???? After being put down because I called Imperial Margarine. After not receiving my items that I paid for. After not getting my items redelivered to me... 15.00???!!!!! After being chastised for wanting to cancel my boost membership because she said I was upset and should not be making these types of decisions when I am upset. 15.00????!!!!
My next stop is the BBB because this is outrageous.
