A bunch of thieves I must say. I look for every excuse to steal or extract money from you. You place the permit on windscreen and it goes missing and they charge. Next you place permit on the dashboard they charge you for putting it on the dashboard when the permit literally says you can put on the dashboard. You guys are a bunch of dishonest people.

🛑 Unlawful, Obstructionist, and Predatory Practices — A Direct Breach of the Equality Act 2010

I am writing this one-star review to expose the severe misconduct, harassment, and statutory breaches committed by Parking Control Management (UK) Ltd (PCM).

The Incident and PCM's Misconduct:

While visiting Kennet Island, my vehicle was issued a Parking Charge Notice despite being parked perfectly within a designated disabled parking bay. A valid, government-issued Blue Badge permit was prominently and clearly displayed. When I submitted a formal challenge with undeniable photographic evidence of both the badge, the car and the parking signage guidance, PCM refused to process the appeal. They used fabricated, obstructionist administrative barriers. They claimed they could not evaluate the evidence until I proved I was the registered keeper of the vehicle.

The Legal Failures.

As a retired NHS Director and Corporate Governance Lead with extensive professional experience navigating the Equality Act 2010, I can state with certainty that PCM’s stance is unlawful.

Person-Specific Rights:

A Blue Badge is a statutory document issued to a disabled individual, not a vehicle. It grants accessibility rights regardless of ownership. Demanding proof of vehicle ownership is a manufactured hurdle.

Breach of Section 20 (Equality Act 2010):

PCM’s signage completely omits any guidance for Blue Badge holders regarding parking provisions for disabled visitors. They have a strict statutory duty to provide reasonable adjustments. Failing to provide clear signage and erecting bureaucratic hurdles to delay cancellation violates this duty.

Harassment:

Threatening debt collection and weaponising procedural delays while actively holding proof of a disability amounts to unlawful harassment.

PBM’s Commendable Intervention

Faced with PCM's hostility, I escalated the matter to the principal property management company, PBM. To their immense credit, PBM fully recognised their joint liability and duty of care. They acknowledged that landowners cannot contract out their statutory obligations under the Equality Act. In a commendable display of corporate governance, PBM intervened immediately, bypassed PCM's bureaucratic hurdles, and ensured this wrongful PCN was completely cancelled. Furthermore, PBM has instructed PCM to amend their site signage to include proper guidance for Blue Badge holders.

A Systemic Issue Across All Sites:

This is not an isolated, routine parking dispute. This is a clear-cut case of an operator using stalling tactics to financially coerce disabled visitors. Because these discriminatory signage omissions and rigid, automated appeal processes are hardcoded into PCM's operational framework, this toxic behaviour is highly unlikely to exist only at Kennet Island. It almost certainly plagues every single parking management scheme PCM operates across the UK.
PCM is a predatory operator that fails to govern its own practices or respect statutory laws. Avoid them at all costs, and challenge every single unlawful ticket they issue.

Absolute leeches who blatantly brag about this being a money spinning endeavour on their website. World would be a better place if they went under.

I entered the Food Warehouse carpark in…

I entered the Food Warehouse carpark in Bradford twice after 7 hours, and got a PCN stating I was parked there for 7 hours (called a double dip error). I appealed with PCM but they outright rejected my appeal saying I need to pay the £60 or I can appeal to IAS (independent appeals service which is also affiliated with most parking companies), and that if I lose I will need to pay £100. SO I have decided to wait, ignore the debt letters (which have no legal power of affecting credit), and then hope they will not issue a court letter, and if they dare to send a court letter, I will deal with them in court with hard proof of my car not being in that car park during the alleged 7 hours. This will cost PCM money for messing me around.

Miserable company

I can’t understand how a miserable company like this, managed by miserable humans can still be operating!!! This company should be taken to court by someone with power!!!
This company makes anyone sick, willing to vomit, given their lack of common sense and respect for people . They don’t acknowledge what you write on your appeals, they just want to steal your money the best way they can, covered by the “ legal” side of it . Absolutely disgusting the people who reply to the appeals, ruthless, no decency can be found in this company, it should be illegal to be so nasty to people of the public.
The finde me once in my own allocated parking space, inside the parking lot and this time on the pavement, at 3am!! The vehicle was not disturbing anyone, parked on a corner, they simply steal your money covered by their dishonest policies, that’s all they care about.
Our legal system allows these thieves to steal all of us, nobody protects people. Imagine how much money they already on all of us reviewing here? Their jobs are for lazy, non intelligent people who can’t achieve or do anything better in life.

Reported to International Parking Community and Trading Standards UK

Reported this company to the International Parking Community and Trading Standards UK. We received a ticket on our rented EV whilst it was charging in non-enforceable charging bay. The other 2 privately owned EVs who also received tickets the same day successfully appealed their tickets. We have now sent 3 emails and rather than reply to us, they have contacted our rental company who obviously cant appeal on our behalf. This is despite sending them all the required documents. Disgraceful company.

Shameful

Got a puncture on motorway towing a caravan manage to get to service. Received a fine for overstaying at service station . You dont know what a stressful experience that was .last thing you think of is to go look for a sign to see if any scum company is in place scamming honest people . I will pay fine a just to say myself my wife and the aa man are still alive . If it happens ever again I will stop on live carriage way so police have to come and waste their time. People like you are a disgrace. There were never charges on motorway services it's companies like your which makes this country what it is today

Very good at giving fines to residents…

Very good at giving fines to residents but completely useless at doing patrols and catching those who park where they shouldn't. Pointless Self Enforcement App... does almost nothing besides tell you that your photos are sometimes too far away, sometimes too close up and sometimes not enough. Do they think I have time to give the car a photoshoot? Just turn up and do your job and make the money.

Residential Private land and parking management

On public roads, parking is controlled by statutory legislation such as traffic laws and regulations. Enforcement is carried out under legal authority, not through contracts.

On private land, parking operates under contract law. This means a valid contract must exist between the driver and the land operator. For a contract to be formed, there must be an offer (for example, permission to park), acceptance by the driver, consideration, and clear terms. If the terms state that a permit is required, or that parking is limited to a certain time, then failing to comply can result in a Parking Charge Notice as a breach of contract.

However, where signage on private land states “No Parking at Any Time” or creates an absolute prohibition, there is no offer to park. Without an offer, there can be no acceptance, no consideration, and therefore no contract. In such situations, any issue would be a matter of trespass, which is the responsibility of the landowner, not a contractual parking matter enforceable by a parking operator. Full restrictions mean no parking at any time and this is trespass and you can sue parking management if they access your personal data through dvla and take them to court

This company needs to be put out of business.

the absolute worst customer service / company / trading standards / enforcement i've ever come across in my life. they will give out tickets in error and then tell you they cant do anything about it, send fake photos, lie. it's impossible to have a conversation with their customer service / account management team. if they don't know what to tell you or they know youre in the right - they just pass the phone to another department then that department keeps you on hold. i was on hold for 1 hour and 6 minutes and still nothing. if i didnt put the phone down they would of had me on hold all day just because they didnt want to answer

I live on a property that is managed by…

I live on a property that is managed by PCM. I have for several weeks now been emailing and using their report vehicle function to complain about a person who is parking in my bay no response. No traffic warden or no result K have not seen anyone ever visit in the car has been consistently parking in my bay.

This has caused me a great deal of exhaustion and stress. Still no action.

⭐️⭐️⭐️⭐️⭐️ (1 Star – Worst Experience Ever)

Absolutely disgraceful company with zero compassion or common sense.

I stopped outside my own home for less than 5 minutes with hazard lights on because I had to urgently take my daughter to hospital. This was a genuine emergency.

Despite providing evidence and explaining the situation clearly in my appeal, Parking Control Management refused to even consider it. No empathy. No flexibility. No humanity.

This company seems far more interested in issuing tickets than doing the right thing. Penalising a parent dealing with a medical emergency is beyond unreasonable.

Their appeals process feels like a complete waste of time — it’s clearly designed to reject people regardless of circumstances.

If you’re a landowner considering using this company, think twice. This is how they treat residents and families in crisis.

I will be taking this further and warning everyone I can about their behaviour.

Avoid at all costs.

Bunch of crooks. Fined for not parking in a marked bay at the end of the day at Fort Birmingham. Poorly lit and almost empty car park.
Owners of the Fort should be aware that they are sub contracting to a scam.
